Sir,
The addresses given relate to national archives. To avoid wasting of your precious time, you can think of the Livet militaire or service records of your father. If you don't have these documents, you can address to the office of the superior under whom your father had worked and get certified copies, This is possible. You can also contact also some friends who worked in the Army along with yhour father, or the foyer du soldat, Pondicherry, Yours sincerely,

Madam,
If your husband is an Indian staying on tourist visa in Reunion island, he can very well return to India and live with you. If he is on working contract basis in Reunion he can approach the employer to allow you to join your husband. Otherwise in emergency case, you can apply for tourist vias for a shorter period to meet your husband and return to India, Yours sincerely
