My sis got engaged n chennai n jan 2010 but not n srilankan embassy.. Papers handf over n pondichery boy hold french travel doc..stil no reply..have we got to register marriage n srilankan embasy?

I had applied for shengan tourist visa thrice at pondicherry with all documents and along with letters from leaders of social and political circles, unfortunately all refused, I was advised to apply again. what should I do now? How can I prove my genuineness? how can I travel to Europe? I want your advise. I have tried to contact the consulate and failed.Visiting Paris is my Dream. Please help me sir.
