Introduction


As is the case in many places in Africa, nearly three quarters of vulnerable groups in the Somali society live in extreme poverty. Although international, governmental, non-governmental and even sections of the private sector have attempted to attend to the plight, not tangible change has been registered. Despite good intentions and some real progress, the development levels in the local community is far short of addressing the predicament of the most vulnerable groups especially women and children. The effort of various players has not resulted in an attractive empowerment necessary to entrench lasting impact on the disadvantaged groups.



















Background



The Koonfur Galbeed Development Research Center. (KGDRC) is a social trust and a non-profit-organization whose work is concerned with the vulnerable background across the Somali society. This organization was founded and established by a group of Somali young elites philanthropists who were concerned with awkward situation of the Somali society. It acknowledges that whereas the many incidences of poverty in the community affect vulnerable and in effect denying the basic human rights. In turn, the problem of poverty exacerbates the risk of entrenching marginalization, exclusion and subordination in the society.

In an effort to carry out its mandate to the vulnerable sections of the Somali society, KGDRC shall be run by a representative board of directors whose policies will be implemented by a technical team of managers headed by an Executive Director.

The managers and the board of directors shall be highly experience with the socio-historical dimensions of the society. They must show deep understanding of the effective chances in the country of operations especially because of the social conflict during and after war. Some of these changes have adversely affected those from the minority and vulnerable groups. These groups continue to live on the margin of survival with no capacities to determine their immediate future leave alone their destiny. Therefore, it is of critical importance that social and economic intervention programs are put in place for Somali vulnerable, in order to empower them enough to shoulder the responsibility of transforming their lives and improves the living conditions in their communities Imperatively the Somali experience has sharpened the focus of KGDRC Trust towards these vulnerable groups and thus seeks to replicate the intervention strategy in both Somalia and other regions in the Horn of Africa.

We target areas where the vulnerable needs are greatest and our available resources can best help. KGDRC aims to be the catalyst for change, identifying and facilitating new frontiers for sustainable improvement of the lives of the vulnerable lot.

Who we serve –

The name KGDRC is an acronym Konfur Galbeed Development Research Center. KGDRC provides primary aid and advocate for the rights of vulnerables, who may fall in the following categories:

d) Wash program
e) Health & Nutrition

e) Environment protection

f) FGM and HIV/AIDS

Other secondary group of focus is the rural poor who may comprise the landless/squatters, the peasant farmers, pastoralists, etc.

• Sourcing of development (al) information, best practices, and innovations through electronic and printed means for subsequent dissemination to partners;

• Capacity building activities for grass root associations, CBOs/NGOs.


KGDRC Aims

At KGDRC, we envision a future where everyone knows about Human Rights to ensure Human Dignity for all, where there is no longer poverty and suffering. We want to help ensure that every individual is assured of:
• The means to earn a reasonable living sustained over time

• Right to education

• Right to good health

• A right to make decisions concerning their lives

• Right to leave in peace















Objectives

The objectives of KGDRC are:

1. To work in collaboration with international partners/donors, local NGOs, local authorities, farmers organizations, food producers and women groups to improve the socio-economic well-being of the vulnerable groups and to work towards the total eradication of the effects of poverty in rural communities.

2. To create and forge alliances and linkages between organizations, rural groups and between those organizations and other national, regional and international organizations and institutions concerned with improving the living standards of vulnerable and rural development.

3. To promote the Democratic participation of different institutions of community at all levels of the development process

4. To promote the building of awareness and solidarity amongst the vulnerable communities at the national, regional and international levels

5. To pursue those activities which help to advance the cause of the organization

Networking with development and aid agencies working in the same field is also part of the process is expected to lead to interaction at all levels. This will lead to:

1. Better co-ordination of activities

2. Sharing of experiences and knowledge

3. Providing a video organizational base

4. Strengthening the capacity to influence policy in the areas of operation.

1. Action-orientedness, problem-solving as opposed to only theorizing or paying lip service; being practical; and that functional literacy is key to any developmental effort;

2. Down-to-earth and simple to understand; having as opposed to very complicated ways of doing development work or things;

9. A holistic approach to development; rather than the atomistic type because development is encompassing and should be treated as such;

10. Excellence, professionalism, being innovative, adaptive/flexible and always learning in the process in our development work.

Areas of Development

There are many areas in which development can take place and there are many different ways to categorize these. One categorization scheme identifies four areas of community development: human, economic, political and social& human development is seen as a basic prerequisite for all other types of development – it provides the foundation for economic, political and social development. Economic and political developments, in turn, are prerequisites for sustained social development.

Service Delivery System

Material and monetary inputs will be channeled through the organization’s chain of command. Inputs approved by the management committee will be delivered to the areas of operation through the Field Coordinator. The Field Coordinator then delivers the inputs to the project officers who will utilize them as planned to produce desired outcome.

Mechanism for Monitoring and Evaluation

a) Monitoring

KGDRC organization will establish a strong monitoring system to ensure that the programs geared towards attaining the preset objectives of the organization. The project officers and the Field Coordinator will do continuous monitoring. The Program Manager will also visit the sites regularly to ascertain the effectiveness and efficiency of the activities undertaken.

The stakeholders will also be involved in the monitoring exercise. The project officers will present monthly progress reports to the Field Coordinator. The Field Coordinator will then, on regular basis, compile and send reports to the Program Manager.










b) Evaluation

i. Self Evaluation:

Those involved in carrying out the activities will carry out continuous self-evaluation and those include the local staff and volunteers. From time to time, they will sit together to reflect on their own progress and retrogression in relation to the pre-set objectives. They will assess their strengths and weaknesses.

ii. Periodic Evaluation

The management including the Field Coordinator, project officers and representatives of the beneficiaries will carry out periodic evaluation. It shall be done on a quarterly basis or as necessitated. Environmental impacts assessment of each project will be considered.

iii. Annual Evaluation

Expertise and baseline or other relevant surveys to ascertain the viability and cost-effectiveness of all projects will carry out annually or at the beginning of every project.


Potential Scaling up

As we continue to expand our programs to meet the varying needs of the vulnerable groups, we will ensure that we operate in line with the mission of the organization. HAWCRO will strengthen its partnerships with other civil society alliances and pressure groups extending relations with international organizations and networks, thereby expanding its recognition as a humanitarian organization.


Sustainability

In the long run, the target communities will sustain the programs. We will ensure that the capacities of the local communities are built. This shall be done through training and working with the local committees to develop skills in management, maintenance, administration and financial operations. This will enable the local committees/councils to sustain the programs, when donor funding is never as they are empowered to take over the management of the programs.


The Organizational Structure

The governing structure of the organization is as follows:







1. Founding members

The founding members are the supreme authority of the organization and are the decision makers. The founding members issue resolutions on the general policy, planning and implementation strategies of the organization.

The founding members approve the constitution and elect the Board of Directors to run the overall activities of the organization for three years of the office mandate.

2. Board of Directors

The board of Director shall adopt resolutions pertaining to administration and managerial matters as well as setting of guidelines, policies and programs pertaining to the short, medium and long term running of the organization.

a) The board shall oversee the proper implementation of the policies and plans by complying with pertinent objectives of the organization.

b) The board shall invest more executive power in the Executive Director and provide him/her an appropriate delegation of authority to act on its behalf as far as entering into agreement in and outside Somalia and signing of promissory notes, money deposits withdrawals from the accounts and all other procurement are concerned.

c) The Executive director shall be the chairperson of the board and preside over the meetings from time and time during his term in office.

d) The board shall hold regular meetings at least once in every three months, any informal meetings shall be called either by the chairperson or at the request of two third the members of the board.

e) The board is the top decision making organ of KGDRC and the decision making process shall be by majority vote of its members who will have one vote each.
