I am an American student, spending my first year of graduate studies in Bologna Fall 2015. Can I make an appointment for visa applicants at the Honorary Consulate of St. Louis?

Dual citizenship request
My Italian grandparents on my mother's side were born and raised in Italy before moving to the USA in the first decade of the 20 th century. Does this mean Italy would grant me any form of honorary citizenship. If this is possible, I am interested in obtaining dual citizenship so what do I need to do it.
