Applying for Italian passport

Atto Notorio
The Italian Consulate Chicago has recently informed me two US citizens can no longer obtain an Atto Notorio from the consulate. Is this true? Every other Italian consulate website in US says you can obtain one. The Chicago office told me this has been the case since 2011. Can someone clarify?

Transit through Italy
Hi! I heard that italian authorities require that your passport has at least six months of validity when you enter the country. My son (10 years old) has a passport that expires in July, our connecting flight from Chicago to Belgrade is through Rome in June. Will we have problems?
