Sir/Nadam
Your were born in Tamil Nadu on 9.9.1062 ie, after de jure cession of French India to Indan Union on 16.08.1962.
To apply for CNF you have to prove that your father or mother was a french nastional at the time of your birth (date of death of your father not given)
If Your mother born in Tamil Nadu (date of birth not given)) married before 16.8.1962 a french national, she will acquire french nationality by marriage and conserve the same (date of her marriage is not also given). The officer in charge of issuing CNF will not accept your mother's birth certificate
as obtained by court order at her age of 71 years after a long gap.
Your mother has to prove that your father was a french national with necessary doucments to claim for CNF by her marriage Yours sincerely

Sir,
First of all, you take steps for rectification of the wrong entry in the marriage certificate of your parents, by way of court judgment/order. If your mother's paents are natives of Indian Union, your mother will acquire the french nationality of your father, by her marriage. She need not make option,
Without knowing your date and place birth, I cannot
say whether you are elegible to get CNF. Yours sincerely
