Sir,
Your details are still incomplete. The effects of the Franco Indian treaty 1956 which came into force on 16.08.1962 on the claimants of french nationality certificate should be studied at first,
Regarding your mother born in 1963, she must prove that either her father or her mother conserved french nationality at the time of her birth. This type of question and answer in this site will not serve the real purpose. It is better to contact in person a french law knowing advocate with the available documents, Yours sincerely,

Sir,
Pondicherry was legally merged into Indian Union on 16.08.1952. Your mother was born in Pondicherry (India). To claim for the certificate of french nationality your mother should prove that her father or mother was French at the time of her birth, Yours sincerely
