Mr. Maran
Sir,
Livret de famille is given, in France, to the married persons by the concerned etat civil registry (Municipality) At the beginning it contains the extract of marriage deed. It is completed by the extracts of birth deeds of children Even the death of the husband, wife and children find a place in the said booklet. It is not an acte d'etat civil and it serves as a family record reference booklet. Nowdays the Etat civil of the French consulate general in Pondicherry issues livret de famille to hte french spouse(s) whose marriage is celebrated or transcibed in their station after l6.9.1062. If the original livret de famille is lost, a duplicata can be obtained
Before 1962, french citizens in French India ie renoncants and christians were bound to celebrate and register their marriage under french law in the Mairie etat civil (municipality). With regard to Hindus and Muslims, the french government while respecting their usages and customs(personal law), allowed them to marry before the brahmin prohit or muslim Kazi respectively and tnen to transcribe the certificates of their marriage in the Mairie municipality. Livret de famille is also given to them, Presently, a french spouse residing in UT of Pondicherry can celebrate his/her marriage in the concerned etat civil of Muicipality after getting the certificate of capacite de mariage from the French consulate general in Pondicherry, I think the above details are enough now. yours sincerely,
maran

Chandhini - Transcription of marriage and issue of livret de famille. Regarding
Madam,
If you get within 2 months time your livret de famille, you will be lucky, Two other persons, like you, stated in this site, that they were asked to wait for 6 to 8 months. To my knowledge, there is no prescribed rule on time limit for deliveruy of livret de famille, it depends on circumstancess and the nature of your dossier,Yours sincerely

Maran. birth certificate of the grandfather, Regarding
Sir
You are allowed under french law dated 2oth June 1920 to have subsituted by actes de notoriete (affidavit by 3 witnesses before a notary) a birth deed, the original of which has been destroyed or lost
You can also go to a court of law and get a judgment declaring the birth in question, I reproduce here effects of judgment in french. "Lorsque le tribunal constate le bienfonde de la demande, il n'ordonne pas le retablissement de l'acte omis ou detruit, il rend un jugement etablissant le fait allegue (le mariage, la naissance, le deces). Il peut ordonner en meme temps la transcription de ce jugement sur les registres et sa eention en marge de l'acte le plus rapproche de l'acte omis. Ce jugement n'a d'effet qu'a l'egard de ceux au profit desquels il a ete rendu, conformement au principe de la relativite de la chose jugee. (Ref COLIN ET CAPITANT)

Mrs,Malliga
Nrs.
Your paternal grand father was born in Karaikal, french India in 1870. If he died before 16.08.1962, he was french. After this date, if he was alive, his situation with the effect of Franco indian treaty 1956 which came into force on 16.08.1962 should be examined. If he subscribed option to conserve french nationality, he would have continued to be french, It is not ncessary for Your father born in 1904 in Nagapattinam, Indian Union to make option. He is french and not covered by the said treaty, Born in Nagapattinam, Indian Union, in the year 1941 you are also french. You can claim for french nationality certificate by paternal filiation ie through your father, You have to enclose with your application all the documents required, Yours sincerely,
from nagapatinam malliga

Sir.
Your statement may be correct, A reply given without seeing the relevant papers may not be valid, because in law, hearsay evidence is bad. You can also contact the "conseillers consulaires" in Pondicherry for more details, Yours sincerely
