My Egyptian passport will be expired on this coming December, i'm American resident , i need to renw my passport , i live in Kingsland Tx , can i mail the old passport with the requirement for new one and get to renew it ??/ as i don't drive and the nearest counselor is in Huston, Guide me please how to renew it fast ???

I am living in Colorado and I really want to vote as i did before by mail. I can not drive to vote for the constitution and mail is not allowed now. So, is there any way or a bus i can take to vote in the nearest office and what is the nearest office to me.
