Sorry about that.The immigration law clearly states R8500 per person therefore you cannot appeal.What VFS told you cannot be basis of appeal.Moreover appeals take over one year to get outcome.Re-apply when you have sufficient fund.
congratulations makorokototo it seams vfs has more passports but lazy to update.i think most may and April applicants are there.

@Nhlonipho, vfs BYO gives out false information, they tell us R8500 when in reality the money needed is R8500 per person, so if its you and your spouse you need R8500*2
