Denzil, thanks very much for the timely reply. My uncle, aunt and children went to the Portugal in April 2016, first with Schengen visas, mainly to collect their Port. Passports and Citizen cards (Except for my uncle, who decided to go as his wife's dependent). Next they went to the UK (the uncle with a UK family visa). I visited a travel agency wherein they mentioned that we could get schengen visas (if we went as Indians), as well as UK tourist visas (less than one month would be required to obtain the UK visas). Could you comment? Also, I was born in 1994, do you know how long would registering my birth take?

If you've not travelled, the Schengen and UK visas become harder as you'll be applying as a normal Indian citizen.
The UK is paranoid about immigration and keeps rejecting visas without travel history.

If the case was submitted before and verification took place in April 2017, It should've been done by now and if not, should be done soon.
But if you submitted the case in April 2017 then, depending on which team it's gone to, it can either be finished next month ( very very unlikely) or around July/August 2018.
You'll most likely reach the UK during the transition period and not before March 2019. I'm unsure if they'll grant residence to people who arrive during he transition period.

If you don't get a Schengen visa, You can apply for the passport and cc from Goa and then the OCI from India itself, then leave.
Depending on the rules you might, or might not get permanent residence.
As of now, they've only negotiated for residence for any EU citizen reaching the uk before March 2019.

Denzil, both answers are no.

Do you know what would be the best way? Also, do you know when are the CRC's holidays? Our documents (my father's side) were given to the CRC on April 2017, and were successfully verified and are awaiting confirmation from the registry officer. Could you give an estimate (by your calculation) of when the first part would get finished?

Possible or not possible situation
Shayne or Denzil, can you check if the following is possible?
Can I go to Portugal, with my mum, on Schengen visas (both as Indian citizens), after my P.Passport and citizen card are ready there (Before brexit)?
Thereafter, I surrender my Indian documents in Portugal, and go with my mum to the UK (I as Portuguese, and my mum (on a British tourist visa). After the visa's duration, she returns back to India, and later, when things are settled for me (job, home, etc.), I come back to India and take my mum on a dependent visa. Can she come back to the UK as my dependent, after brexit, and get to stay on to get settled status? The latest brexit negotiation seems to allow this scenario.
