Your matter needs a response from British authorities. Polish government has nothing to do with it..I suggest to contact British Embassy in Maynila. Your matter may become complicated as UK is on the way to leave EU.

I have checked status of Consulate in Cebu. It is a HONORARY Consulate like one in Fort Santiago. A honorary consulate does not issue any visas. I suggest to send an e-mail to Mrs Carmel (duranocarmel@yahoo.com) from that Consulate ans ask for clarification.
