How would I obtain a copy in (duplicate) in English of my Marriage?

I am seriously trying to obtain a copy of my marriage certificate. I was married in Tijuana on June 28, 1971. Can anyone please help me? My email address is merilallen@gmail.com. For some crazy reason I am not able to get a drivers license in Texas without that certificate.
My mom was born in Tijuana in the 80's but was registered again when she was 5-8 years old with my grandpas name now...... my grandma has never wanted to tell us who my moms dad was. But we are adults now 18+ and we are VERY CURIOUS and my mom really wants to meet and find him. My moms dad wanted a relationship with her but my grandma pushed him out of my mothers life.
