The worst website and consulate visa rules. Who types a form that cannot be downloaded?

Website doesn't work, no one picks up the telephone ever, employees are rude, tiny office so people have to wait outside in the heat. Thailand should be ashamed to have a consulate like this representing it in Dubai.

How best to get any information from dubai thai consulate? Nobody answers the phone. The email does not work? Has anybody had any experince with this consulate regarding getting visa's issued.
