Arshad it is easy. Ask your parents to go to any local visit visa agent in Riyadh or any other place. He will ask Company's Sabamia number which starts with '700' then he will make a on line request. Later yor father will visit the Ministry of Interior office to get a paper, which he will submit to Ministry of External Affirs in a weeks time he will be informed about the visa. Better ask him to take help of a Pakistani local agent, there are many for asking. Good luck
