I sent an email to the portuguese embassy in portuguese and they replied back. Their reply email below is translated from portuguese:
With reference to your e-mail, the Consulate General of Portugal in London hereby inform you. that the markings must be completed through the link (http://www.portaldascomunidades.mne.pt/pt/agendamento-online-de-atos-consulares).
If you do not see any available date, repeat the process the next day, and so on until you find cells available for marking (blue cells) once weekly are added new jobs at the site.
Attached is sent scheduling manual.
Please refer to page of this Consulate General through the link http://www.cgportugalemlondres.com http://www.cgportugalemlondres.com/and must bring all the necessary documentation to carry out the act, otherwise this Consulate-General you can not accept the request from you., forcing the user to make a further appointment.
If you need a date prior to the markings available, please send us e-mail with proof of urgency.
