By “benefits” do you mean their ability to travel with you to the country ? Or do you mean social security (unemployment benefits etc) ?
If you mean travel, yes you can bring over your immediate family under EU law once you’ve settled there.
If you mean social security then there are basic benefits after you’ve spent time there (in both Ireland and Germany).

Governments only repatriate their own citizens.
The Indian government is only repatriating Indian citizens, OCI card holders are not considered citizens. An OCI card is akin to a green card in the US.
However, he has the right to be repatriated to Portugal.
I would probably be in the same situation as him were I not in India as I also have an OCI.

Ideally, Ireland, if you only speak English. There’s also the added benefit of Irish citizens having free movement in the UK (even after Brexit). After living in Ireland for a period of time, you would be eligible for citizenship.

For learning German, the Goethe institute offers cerified German classes in Mumbai. They also have certified online classes. If you’re looking at Germany then you should know that Germans in general are extremely boring and it’s something you’ll have to get used to there.

I forgot to mention this:
Learning a language takes time and requires commitment on the part of the learner. It needs to be practiced at least almost everyday. In school, our French teacher taught us to practice and learn French everyday. As you progress with learning a language, it does begin to get difficult, that's why commitment and perseverance are keys to learning a new language. To learn German, French, Spanish or Portuguese, you need to be fluent in English, as all of these languages have the same parent i.e. Latin.

If it's within Goa --- None that I am aware of. We have the internet at our disposal to learn languages which is what I do. You could always try:

www.duolingo.com - for which their German language teachings are partially CEFR (European standards) certified. I found a man who migrated to the UK from America, who learned his German from duolingo, and was able to converse with Germans as a result of what he learned. Besides that, I have an acquaitance who lives in Germany, who'd be happy to teach you German via Skype, for a fee. You can let me know if you're ijnterested.

Within Duolingo, I might add that their French and Spanish languages are fully CEFR (European standards) certified. So if someone were to complete these languages entirely, they would have enough of knowledge to converse with people in those countries (France and Spain).

I myself use Duolingo to learn Portuguese (Brazilian) along with my partner from Portugal who helps me with Portuguese to aim for European Portuguese. I also learn French and Spanish. But I mainly focus on Portuguese these days.

There's www.youtube.com wherein you can find some or the other resources to learn the basics of German.

www.memrise.com is another site to learn languages, but I found duolingo far more conducive and useful.

They should have reached somewhere between August-September twenty seventeen. I haven't confirmed recently where they've reached so these are my estimates.

I do know that pre sixty one cases take three + years to get registered now, from the time of submission to the CRC.
