Was wondering if a pakistan citizen - goan by origin ie mother and father born and brought up in Goa but settled in Pakistan. Can they apply for portugal passport

My father is a portguese passport holder since 1998 an now i want to obtain his assento de nassimento inoder to register his marriage. he said he had it and now misplaced...how to get it from the consulate as it is d requirment to register marriage........Please help........roycarferns@yahoo.co.in
