.. Thing is that you cannot get Portuguese citizenship. Since your in laws have connection to Portuguese community they entitled for it. You can travel as dependant on your in laws puassport.
Means on your husband passport, if you are Goan you can apply through yours directly.
It takes atleast 3 to 3.5 years approx at current pace. Fees of 3 lakhs for one.
Your in laws and your spouse are, you aren't. I won't suggest going to a lawyer, they'll squeeze 3-4 lacs out of you, if you do it on your own and mail it to the CRC, it'll be under 70,000.

Copy paste the above link and read the documents required. Once they're properly attested, mail them to the CRC along with a cover letter in Portuguese. Make sure the names match.

Dear All,
My father in law had a Portuguese document used as passport. Do we qualify to apply? both my in-laws were born and raised in Goa, however eventually they settled in Mumbai.
How long does the process take? Any good lawyer/agent that I can contact?
Received Yesterday Night. its a scan copy. Original after 15 Days.
When ur verification was done?
When u had applied can u plz tell d date and how many months it took
I had submitted on March 2016 and verified in May 2017 so it's been 4months after verification n still waiting
