You have to first register on that site with your address, aadhar number, bonafide email and mobile number, they send an OTP to both mobile and email and once you're registered and login, a dashboard appears with birth / death links..

Yes Manu, even i found my parents and grandparents certificates from Mormugoa, year 1933,23 and marriage from 1954. on Goaonline website
