I'm a Filipina,I need to get the (CLCCM)certificate of legal capacity to contract Marriage in Romania,but the Philippines embassy in Romania moved to Hungary and need a visa to enter their country. Is it possible to comply the (CLCCM) in the Philippines? If yes, where in the Philippine.Anyone who pass like this situation. Please help me. Hope to hear back. Thank you

Hello I just want to know if my bf roamanian citizen and i I’m a pilipina , Philippine citizen get Meraid here in Philippines , our meriage are also legal in Romania ?
