My bag along with my passport and identity card got stolen in Paris. How may I proceed to do my temporary passport? I have already made the police report.

I'm a Colombian student who is currently undertaking his PhD Thesis in Lyon, France (I've a student French Visa). As part of my work, I am planning to participate in a conference that is going to be held in Sarawak, Malaysia, from September 7th to 12th of 2014. Therefore, I will really appreciate if you can point me out what's the process for requiring a Visa (in case it is needed). Should I go to your embassy in Paris? Should I schedule an appointment? Which are the required documents?

I am a Malaysian citizen planning to do medical subspeciality training in Paris for 6 months. What are the procedures and documents required to do so?
Currently already in Zurich, Switzerland completing 6 months attachment.
