I have no passport either, so I hope that if you could use my help, hopefully either you could provide an emergency one or fore go it.

About Japanese nuke problems
Dear sir or madam,
I am currently in Ljubliana, I have seen the current problems you are facing and am offering my assistent in helping out with the repair and clean up and Fukushima plant, I have no money and no way to travel there so if you except my help you will have to arrange a means of transport there for me. I have some experience with technical areas and worked as an industrial technician in Spain and England, yet my knowledge is still rather limited, but surely any assintence is better than nothing. if you need hands to help out, I offer mine, I also have some basic experience with welding.
