Is it possible to renew our Irish passports in Cape Town, as we reside there.

irish passport holders in cape town ( with 2 passports) - if I wish to spend 2 or more yrs in france & europe at a time , & then go to usa & canada , then back to france & europe , without having to come back every yr to cape town for adding on to shengen visas ......how could this be done ? ( if one's money & photos etc is all o.k.)
