First and foremost, I will like to apologise on behalf of good people of Nigeria to those westerners (the whites) that few bad Nigerians have been defrauded. I felt the pain myself and see no reason why few Nigerians should continue to downgrade the image of this country.
As for the DV Lottery, it is free of charge. If you have laptop/desktop with internet ready and scanner machine at home; you can adjust the photographs to use to the dv lottery required size. If you think you can do it yourself; then visit any cybercafe around you and pay for the service. Otherwise, it is free. I always do it myself without assistance of anyone.
