Traveling to Turkey

I want to know if i can travel to turkey with the German Travel document and if i need a visa or not.

Im from syria and i live in Germany but i have only Spanish documents .

i have a Syrian passport and Spanish travel's documents (passport for refugee)
I need to travel to turkey

so could you please help me to know if i can take the visa from Turkish embassy in Berlin or from your consulate in Düsseldorf because i live there , and what is the procedures and the paper which are required.
