I was born in Turkmenistan but now I am in Wisconsin, U.S.A. I am here as an exchange student and I will graduate this year my American high school. I would like to know about Korean Government Scholarship Program. Could you please clarify applying process for this scholarship and other related information about it?

For sure, Korea has scholarships and loans for international students, you can find information by searching in internet.
After comming to Turkmenistan you can contact Korean Embassy as well!
