Does a PNG national require a visa for transit through Singapore?

My grand father is sick with heart problems and was refered to undergo operation in Singapore Raffles Hospital by P.I.H.
I am hereby seeking information on which particular visa to obtain and where it will be issued.

I'm a professor working at PNG University of Technology, having passport of Bangladesh. I like to visit Singapore during vacation in November with my wife from PNG.
