My uncle jst arrived in australia and lost his samoan passport he is a new zealand resident but doesnt have a new zealand citizenship can we get a new one from here in australia and he flys to nz ?

My uncle travelled from Samoa last month and he wants to go to Australia to visit his daughter and kids from here. I am just wondering if he can apply for a australian visitor visa from here in NZ?? How much and what do he need to do and how can he apply????

I am a Maori NZ citizen, my partner is a Samoan decent citizen and we live together in NZ. We have 2 children who have NZ citizenship and I was wanting to know if our children are eligible for dual citizenship - NZ & Samoan?
