Ohh I see.. anyway in tat case I can’t understand why the goa consulate opened the appts for bi for two days .. it’s senseless to do so if they know already that the services are suspended over there..
I just checked the Portuguese news it’s showing that the services are running still but with strict rules . Where did he get the news that cc services are suspended ?
He stated that he still didn't receive the citizen card for which he had applied in October twenty twenty with that we can easily reciprocate the BI process and the timeframe of the limited services catered by the authorities in lisbon

I would advise you first get the rates from some agent's and the timeframe if they fit in your budget go ahead as the minister's office is currently closed they are out of India till the lockdown eases..
I think they are deliberately delaying so to elongate the BI process.
If BI appointment confirmation email takes so long imagine the time that will be taken to get the actual date.Further it could take months to get the citizen card after the visit.Like John said, Portugal has suspended the Cc services due to the pandemic
