There are Portuguese of various descents, ranging from Africans, to North Africans, Indians, Israelites, Spanish, British and various religions etc. The main thing is who their allegiance is towards, regardless of their descent. My past Portuguese language exchange partner looked like a white anglo-saxon, but my present partner has Moroccan descent I guess so he doesn't look entirely white, nor does he look Goan either, yet he's Portuguese.
I guess Maria should be able to tell us, but it can be a bit difficult to ascertain as compared to while Anglo Saxons. I don't think the consulate would have any problem with hiring Goans as long as they are legal Portuguese citizens and learned in the work that they are required to perform. I don't think they'll be "Indian" citizens anymore. I doubt Embassies and consulates would allow people of foreign countries to work in them.

Really ? Do the Goans process the visas too ? What type of Portuguese consulate is this ?
The British Deputy High Commission in Mumbai has ethnic Brits processing the documentation. The US embassy in Mumbai also has white American officers conducting interviews

Were the Citizen Card staff ethnic Portuguese ? (Europeans) or were they Goans/Indians ?
Since your parents stages are already completed and this is your birth registration stage i assume it should take around one year to complete. Please follow up with the agent or lawyer handling your case for updates
