In Goa at the time of passport surrender, they check your BI appointment date (which means you have collected your BI also).
If you have renewed your Indian passport after collecting your BI ( including Bi appointment date), you don't get a passport surrender certificate, your Indian passport is revoked, hence no OCI.
In Bombay, not sure if they consider BI date, but for sure, they will consider your foreign passport issue date while surrendering Indian Passpor.
In short, do not renew your Indian passport after collecting your BI, and definitely no question of renewing your Indian passport after collecting your foreign passport.
So Indian MEA has started revoking passports of people who registered birth and after that renewed their passports when they go to surrender indian passport at passport office. So no OCI. Anyone has more information about this?

Anyone knows where post sixty one process has reached. Mine is a third process in my family.
She is replaced with the guy who initiated Brexit. Its only getting worse. Goans should learn Spanish or Portuguese and move to Southern Europe.
