Nijo Varghese, Regional Passport Officer, Goa, told The Indian Express: “According to the latest office memorandum issued by the MEA to all the passport issuing authorities, they have been instructed to issue ‘revocation certificates’ in all surrender applications where Indian passports were issued by suppression of material information.
Officials said the revocation order could pave the way for such individuals to apply for Overseas Citizenship of India (OCI), with an MEA memorandum dated April fourth stating that the Ministry of Home Affairs has decided to accept “‘revocation certificate’ as an alternative document in lieu of ‘surrender certificate’ in case of Indian nationals hailing from the erstwhile Portuguese territories in India, who have acquired Portuguese nationality as per Portuguese Nationality Law…”
Good news for fellow goans with revoked passports
As of April forth the MEA issued order to passport office Goa to issue mandatory revokation order in lieu of surrender certificates...

I am going to FRRO in the morning to find out on monday
I think election card and ration card needs to be cancelled and then passport surrender and Entry visa from FRRO and then OCI
I got to know that there is a xerox shop named ganesh xerox that helps a lot outside the FRRO in bombay
