There is no immediate ban on free movement rules, until further notice, which means you can still travel to the UK on your Portuguese passports. The change of free travel to UK which will at least take 6-12 months from now, to change!

The Original document should be Notarised and Stamped by the Home department of your state, there is not short cuts to doing that, but with the translation since its not issued by any government, that can be directly attested from MEA Delhi.
