abuse case
Dear sir/Madam
UDI did so much abuse to me.I am applicant of one year Norwegian course before 18 months.
What is the reason why the rules have changed?
The reason why the Ministry of Justice and Public Security has decided to change the rules is, among other reasons, that only a few of those who applied for this kind of residence permit later got skilled work in Norway. The regulations were also abused by persons who did not intend to learn Norwegian in order to work in Norway.
My question 1
This was done by earlier visitor. We are not those people who abuse the rules. The rules is apply after it start. The act never turn previous days practices .
About the One-Year Program
One-Year Program (OYP)
The One-Year Norwegian Language & Social Studies Program (OYP) is a full-time Norwegian language study course designed for those who are interested in comprehensive study of Norwegian from "A til Å"(from A to Z). The program is approximately nine months long and includes twenty hours of study a week. Sessions are held daily from Monday to Thursday from 8:45 to 13:00. Each session consists of 5 lesson hours (each of 45 minutes) for a total of 620 lesson hours.

Requirements
To apply for the One-Year Program at Alfaskolen AS you must have the following qualifications:

- Minimum age of 18 years.
- Be familiarized with the Latin alphabet (a,b,c,d,e,f,g,h,i,j etc).
- Have completed a minimum secondary school education

Participation in our courses does not require advanced knowledge of the English language. Students do not need to present certificates of passed exams in English such as TOEFL and IELTS

Comprised of small groups of 8 to 14 people, the One-Year Program provides an intensive yet comfortable environment for learning the language so as to maximize success.

Certification
At the end of the OYP, the student will receive an official certificate that will confirm that the student has participated in and successfully completed the program. Every lesson hour the student attends during the program will be documented. The total amount of lesson hours will also be noted on the certificate.

IMPORTANT: To receive the certificate, a minimum attendance of 90% is required. The cost of the certificate is included in the course price. Additional copies can be issued at the reception for 50,- NOK per copy.

Alfaskolen is officially recognized as a private provider of 600 hours of approved tuition in the Norwegian language and Norwegian social studies by VOX, the Norwegian Agency for Lifelong Learning, an agency of the Norwegian Ministry of Education and Research. This means that our courses meet the requirements for completed tuition in the Norwegian language, and all hours you will take at our school will count when you apply for Norwegian citizenship or a permanent residence permit (which replaces the term 'settlement permit' pursuant to the old Immigration Act).

When you turn up to your appointment with the police or embassy/consulate you must hand inthis list and copies of the documents on this list. You must also present the original documents.
If any of your documents are in a different language than Norwegian or English, you must hand in a translation of the documents into Norwegian or English.
It is your responsibility to make sure that you have handed in all documents on the list which are required for your application. If all relevant documents are not handed in, this may lead to longer processing time or your application being rejected.

Please note: Some embassies may request additional documents based on local conditions if you are applying from abroad.Question 2

We have submitted all documents as per college site requirement.
The following documents needs to be submitted:
Documentation when applying for the first time

passport and copy of all used pages in passport

signed cover letter from the Application portal (or application form) View explanation

two new/recent passport size photos with white background

documentation which shows that you have somewhere to live in Norway View explanation

documentation of admission to a Norwegian course View explanation

documentation of your education, containing information about the duration of the education, the level and the content View explanation

and/or documentation of work experience containing detailed information from former employers about how long you worked in the company, what training you were given, your tasks and qualifications View explanation

dokumentation that you have sufficient funds View explanation

a plan for the Norwegian courses you will be attending during your stay in Norway

UDI's checklist, filled out and signed (this list)

We also have submitted the documents as per UDI .

Please note!
As of May 15th 2014, it is no longer possible to apply for a residence permit for Norwegian studies for skilled workers.
If you applied before May 15th, the UDI will continue to process your application as normal. The application will be considered according to the rules described on this page.
If you apply for a residence permit for skilled workers who are going to study Norwegian after May 14th, your application will be rejected.

Requirements relating to your education/qualifications
You must have one of the following types of education/qualifications
• a completed vocational training programme of at least three years at upper secondary school level, for example as a joiner or health worker. There must be a corresponding vocational training programme in Norway.
• completed education or degree from a university/ university college, for example a bachelor's degree as an engineer or nurse
• special qualifications that you have obtained through long work experience, if relevant in combination with courses etc. A permit is only granted in such cases in exceptional circumstances. Your qualifications must be equivalent to those of someone who has completed vocational training.
Other requirements of the student
• You must pay an application fee.
• You must have been admitted to a Norwegian course, or, as a minimum, be able to document a Norwegian course that you are going to attend. There are no requirements to the level of the Norwegian language course, but the tuition must, as a rule, take place at an established educational institution or course provider.
• You must have enough money to live on, i.e. at least NOK 97 850 per year. This money may consist of student loans, grants, own funds that you have in your account, or a combination of the above. If you have already been offered a part-time job in Norway, the income from this work may be included.
• If you have to pay tuition fees, you must also have money to cover this.
• You must have somewhere to live.
Rights and obligations for applicants who are granted a study permit
• If you are granted a study permit, you are automatically also granted permission to work part-time for up to 20 hours per week in addition to your studies and full-time during holidays.
• Your closest family members can apply for residence permits in Norway.
• The period you have this permit does not count if you later wish to apply for a permanent residence permit.
• You can hold such a study permit for a total of maximum one year.

I, myself is also lawyer. We are suffering from UDI decision and facing dilemma. We need clarification when it will finalize. It is unfair. Decision should be announced either yes or no.
It is also violation of human right .
