There are NO refugee camps in Dakar Senegal. NONE. ZERO
Senegal is a beautiful developed country with a president and its own white house.
The ONLY refugee camps anywhere in Senegal are along the Maurtanian border and are for refugees from Mauritania. This is nowhere near Dakar. These are along the border and do not have any running water or electricity, let alone computers with internet access. If you met someone online claiming to be a refugee it's a long running scam
