How to get a Nigerian passport

Authorities in Cote d’Ivoire (Ivory coast) have said that foreign nationals (excluding ECOWAS nationals) holding temporary resident cards are able to replace their current cards with new biometric cards starting August 14, 2017.

Good morning sir,
My name is uchenna friday anaba of the above tele. number i reside at koumassi remblais in abidjan,i am bringing to the notice of honourable ambassador what orange telecom is doing to nigerians residing in cote d'ivoire,recently there was an order from the government of cote d'ivoire that everybody should re-identify his/her sim card,i went to MTN and my sim card identified using my nigerian embassy identity,i also went to ORANGE TELECOM but they refused my embassy card telling me that it is fake,they will accept passport and driving licence,surprisely they are accepting other countries embasssy card,why is ours an exception?
Sir,please you should do something about it as most of us does not have driving licence or passport even majority who has passport theirs have expired,since i have been in cote d'ivoire all my business transactions is been done with my embassy card,why is this sudden discrimination from ORANGE TELECOM?please come to our aid before it turns ugly.
