me the contract administration fees for foreign contractor

We are an Indian Manufacturer and Exporter of different types of Transformers. We got a trade inquiry from BEATRICE INTERNATIONAL INC., who claims that they can helps us to get a contract to export 120 sets of Transformers to NGO Solidarity Africa Economic & Project ( NGOSAEP).
For our registration with the NGOSAEP ,the agent is demanding us EURO 1,975 as Enrollment Fee.
