Dear all, i dont think there is an embassy in Turkey anymore. However this is what i received from UAE:
Travelers can apply through our embassy by sending their documents through any carrier with the Visa fees 480AED per person, which can be sent to us through western union. The Visa process will take 5-10workingdays as long as we receive their full documents.
