Subject: Thieves in Tirana constructing without permission and with support of politicians- We request any support for civil rights from the Diplomatic Corps
Dear Ambassadors:
We all the residents of the building ABC Constructions, Rr.Medar Shtylla (Pall Dulaku), known as Komuna e Parisit Street, in front of Euromax who are regular inhabitants and owners of this building since its construction in 1999 would like to kindly request your support after having followed all the regular and legal claims as citizens of this city and capital.
Three residents of the last floor namely (ROLAND QERIM PELUSHI; KUJTIM ALI VELKANI; IGLI GERCALLIU ) have agreed with each other to make an additional floor with three apartments without permission of the inspectorate and against all the laws in the country. They are building in hidden and , with violence contrary to all rules of living in a shared object.
Not only they are building without any work permit but they are putting at risk the life of all residents.
The implementation of this additional floor, without permission, on a surface that is common property:
A. violates the property rights of each of us ( we are all legal owners),
B. disrupts the functioning of the common structures that are at risk for living in this building:
 lightning ( they have destroyed all the lightning antenas) ,
 stacks of aspiration ( they are all closed an under the new floor being under construction),
 emergency door of interior scale ( we have no way to escape in case of emergency including fire in the building),
 blocked the access to the technical room of elevator,
 threatens the stability of the entire structure of the building ( it is without work permits, under no technical supervision and constructed without project and with low quality of workers).
One the residents is working in Police and enjoys their protection ( Mr. Rolan Qerim Pelushi) and his wife who is Deputy Director of secondary school in Tirana is also the sister in law of Ms. Majlinda Bregy the Minister of integration.
We have informed all the state authorities nut they have come back with the answer that these people enjoy the support of Ms. Bregy and of the state police and that they will finish the construction before elections in order to be legalized illegally.
All the legal residents of this building , request your kind attention and support on this scandal that happens in the middle of Tirana.
We have contacted on 8 May 2013 through a joint meeting and through telephone the Construction Inspectorate in the Municipality of Tirana through the number 042 419 465 and they took no measure telling us ( to stay quite”. Through a joint request signed by all heads of families we have contacted:
• Mr. Florian Hoxha, protocol no. B-8118 (7/05), the Director General of the Construction Inspectorate, Mr. Skifter Ponari, Director INUK, protocol no. 1463 (9/05),
• Director of Municipal Unit 5, Ms.Jeta Veizai (email dated 13/05),
• Municipal Police and Order police ( telephone) -
• Sent an email to all media and via facebook.
• Sent a message to “Ombudsman “ and Center for Human rights in Albania
We own all photos of the Illegal construction efforts in the late hours and the police who came and left with the order “ from the above people in power”.
We as residents will take all legal measures and civic actions to stop this illegal action and seek immediate intervention and support for this unprecedented action .
