One of my friend he is residing in Kabul if he will get a visa of Pakistan then it's possible to get a Dubai visa from afg embassy which is located in Pakistan Quetta city reason of taking this kinda step because he has a work here before going outside he much accomplished his work here after terminating his work so he won't be able to go back to afg for getting Visa of Dubai over there so does the afg government can give a visa here,

Dear Sir/Madam
I have a young boy 16 years old.who is living in Pakistan Quetta all his life.
He is an orphan and he is an afghan citizen.
He needs to apply for an Afghan passport.
Is it possible to apply through the Afghan embassy in Quetta, he has his taskira, and please advise the process.
It is too dangerous for him to go to Kabul.
