For you best solution is to apply from another schengen country as Tourist Visa. Portugal Embassy will not start Visit Visa operations before July.

I mentioned here those things which I heard from ambassador of Pakistan in Lisbon who held a meeting with authorities of Portuguese foreign ministry.
