every company have different rate so you can negotiate them,usually 3000 to 5000 PKR

You are right,pakistani employee even dont know what is process,they are just for receiving documents nothing more.you can ask your university for intervene and this email address is the DG visa department you can share your concern here and can seek help.

Portuguese Embassy Islamabad – a disappointing experience in Life
I have been selected by Portuguese University after rigorous process of interviews and accepting my credentials. They have offered me Portuguese Government Phd scholarship and have provided me assistance in terms of provision of required letters for submission of Visa Application.

I and my wife have applied for the visa on 1st October, 2014 through Portuguese Embassy in Islamabad.

However we never received our visa as per request, till today we don’t know why embassy is taking time. The behavior of the employees is such that no one is bothering to pick up the calls, incase calls are picked up we receive one or other reason. They say it is in attestation process, we are waiting for response from Portugal, to be inserted in system process etc. Also if you call them in morning you will be asked to call at 3:30pm. Thenafter call tomorrow, day after tomorrow, on Monday etc. From last two weeks I am receiving same feedback on my application.
The employees working at the embassy do not provide proper feedback or status of application. They provide similar reasons and use delaying tactics, I have extended Air ticket booking twice and yet don’t know that when I would be able to travel. The university session has already started and I am receiving emails from them on daily basis. I have already lossed initial sessions at the University which will definitely affect my Phd studies in future. This may be in terms of loss in scholarship , low grades or even non fulfillment of academic courses.

Even Pakistani Embassies do not work like this and keep sufficient capable staff to deal with the visa matters.

it all depends on embassy workload that when they send documents to lawyer,as lawyer will receive you documents he will contact you for verification fees,but normally no more then 2 weeks

Man samja ni ap ke bat,embassy open huay to 1 sal sa uper ho gya ha ap na kasy teharn ke documentation ke,and islamabad kay lia aur be documents chahiya,
ap kay documents attested ha islamabad embassy sa?

How long does it take for the lawyer to make contact with the applicant for document attestation?

I submitted my documents on 23rd Oct and have not been contacted as yet.
