Victoria, child born outside Goa are registered in Goa if their parents do so.

Please go and check in your Parish in Goa where your parents were as a kid.

If registered in Goa Municipal then they would be registered in the Church also, first.

Voting rights.
During Cartao appointment at the consulate, they ask for whether you want to apply for voting rights and tick in their application form. Can anyone tell whether we should ask them or whether it's useful or not? What are the complications of not having voter rights?

Victoria , it's not necessary that your father would have been registered in Goa, if born outside.
But search until you satisfied.
I am not demotivating you.
One parent Teor is mandatory and other parent birth is also required even if born anywhere out. BAPtism certs not accepted.

Victoria, regarding the above message,

Suppose you are FIRST registering your mother's birth as all her paper's are in order.

And second would be you in line.
And for some reasons you cannot correct one of your important doc, then what.
Any correction of your document is your own responsibility and no one will own this.

Baptism
I am trying to find my fathers baptism & teor. Actually he was born outside goa so his baptism was outside. I have that baptism certificate. But i believe it gets registered here in Goa also. My father had a Portuguese passport. I am checking with the church (and with the registrar) but its taking too long to find.

I had given a missing application to the registrar. That particular year the books are not in good condition. I was asked to check the extract books in the sub registrar by the archives department. Now simultaneously checking in the church. Anyone has any advice?
