Is there any Vande Bharat flight from Malaysia (KUL) to Kolkata (CCU) during November ?

Hi sir/Mdm, I would like to know if my friend wanna cancel his permit and go back to India, can he just walk in to immigration and cancel the permit or his employer must do it ya and wat is the payment alike for thiz cancellation ya.
