For Pakistani, pre-arrival visa is required which can be acquired from Uzbek embassy in Islamabad.
You must have invitation from Uzbekistan to get either business/visit/tourist visa. There are many agencies available who can help, in islamabad Uzbekistan Airways can help you to get tourist visa.
