Hi- I was born in Hong Kong in 1957 and I have a resident alien green card (USA). Since I am not an American Citizen, I cannot get a USA passport. I will be travelling by car to Victoria this fall and flying to Mexico in May, 2015. Please advise

...before applying for my British passport? My father was born in Essex and my mother in Alaska, then married in Oregon, where I was born. I have a copy of my fathers birth certificate and parents marriage certificate. What is my next step?
My mother was a British citizen. I was raised on and off I England. She passed this July. All my family is I Lancashire. Can I get dual citizenship by decent. I am first generation in this country.
