I would like to know if i can obtain EU Familiar Visa in UK Consulate of Málaga for my wife as she is not e EEA national
I am a British national living in Jamaica and receiving a British state pension.I wish to relocate to Spain.I am trying to find out the procedure to follow to receive health care in Spain.Nobody seems to know how to do this as i do not live in the UK. I do not want to arrive in Spain, have an emergency and then find out I have no health cover. Can you help

My wife and I were in long term rental accommodation in Vinuela,Malaga until November 2011 when we returned to the UK.
Whilst living in Spain I had a mobile telephone from Moviestar and by moving back to UK we had to end our contract.
I did write to their head office at the time but the either did not receive or chose not to receive my letter and they now have an outstanding bill of 72 euros that I need to pay.
I have no problem with this.I accept it has to be paid. Moviestar have employed a firm of solicitors to recover the money and have served a form of writ on the property we lived in which I don't want them to do as it was a rented address and nothing to do with me.
Finally we managed to get an e mail address for a solicitor involved in the recovery and after contacting (her) she replied in Spanish, to the effect that my bill could be settled in the Post Office.
I therefore asked my friend to pay it on my behalf but on trying to do so they will not accept it.He tried at the bank and again he has had the same problem there.
They have asked him to produce my NIP and Passport?
We have both tried several times to make contact with this solicitor again to see how payment can be made but now she is refusing to reply to our e mails.The situation has become impossible.
I am returning to Spain for 2 weeks in April and I shall try to pay the amount myself but I am concerned now that I may get arrested or something when I arrive at the airport.
My friend in Spain is also the care taker of the rental address and it was he that has passed on the information about the mail that was sent there for me.

We had to use the services at this Consulate today. They were very polite and helpful. However, when I informed them that the phone number posted on this website was incorrect they lady handling our situation questioned the website. I pointed out that it was the World Embassy website offering the most acurate embassy information, her response 'they didn't get that right did they?' There was a distinct cooling in relations and less than a passing interest in the fact that people may be struggling to contact them at a time of emergency!!
I would like to add that we were treated very well and the location was very easy to locate.
