is arbcon bin zayed contracting llc a real company?
I applied a position in Arbcon Bin Zayed Contracting LLC about three weeks ago.
They also replied my email and finally they sent me Employment Notification/Letter. They also gave me an email: info.vissaonline@programmer.net to apply or proceed my visa and work permit via online. This email is refer to the UAE Ministry of Interior Naturalization & Immigration Department.

Honestly, I'm not sure about the email address and also the existence of the company. I hope you could help me to know more about this company.

I think that site is a scam. It refers to "the UAE Ministry Of Interior Naturalization & Immigration Department", but according to the official MOI site - https://www.moi.gov.ae/en/ - there is no department by that name.

I would expect any official website to use a .gov.ae domain name.
