I think that site is a scam. It refers to "the UAE Ministry Of Interior Naturalization & Immigration Department", but according to the official MOI site - https://www.moi.gov.ae/en/ - there is no department by that name.

I would expect any official website to use a .gov.ae domain name.

just a quick question please, I have received an email from a company called: ELITE CONTRACTING AND CONSTRUCTIONS LLC. DUBAI and they have sent me an offer letter, the thing is they have asked me to apply online for the Work Permit and they have given me the below contact info:
