Assuming you really want them to visit, plan ahead and remember that they will need a visa, and according to current rules, they need to get it before they arrive. We would like to share information on new Ukrainian visa rules in effect beginning September 10, 2011. These new rules affect you only if you plan to stay in Ukraine for more than 90 days. Americans do not need visas for trips of less than 90 cumulative days in a 180 day period.

On June 1, 2011, the Cabinet of Ministers of Ukraine issued Resolution #567 “On Establishment of the Rules of Visa Issuance for Entry into Ukraine and Transit Through Its Territory” that came into effect on September 10, 2011. The resolution introduces major changes in the Ukrainian visa rules and broadens the list of foreigners entitled to obtain temporary residence permits. Overall, the new legislation aims to standardize visa and temporary residence rules and to bring them in line with European Union practices.

American Citizens travelling to Ukraine still do not need visas for stays of less than 90 cumulative days within a 180 day period. This means you can come for 90 days in one trip and then remain outside the country for 90 days, or that you can make multiple shorter trips to Ukraine totaling no more than 90 days in a 180 day period starting with the date of your first entry. If you plan to spend more time in Ukraine – either during one trip or multiple trips – then you need a visa.

Visas are issued by Ukrainian Embassies and Consulates abroad. There is no way to obtain a visa in Ukraine or at the border. The new long term visas are single-entry and are valid for 45 days (the validity dates determine when you can enter the country, not how long you can stay). This new type of visa replaces all previously existing visa types that allowed stays in Ukraine for more than 90 days. Americans can apply at any Ukrainian Embassy or Consulate, but you should contact the Embassy or Consulate where you intend to apply in advance because exact procedures and processing times vary.

The new long-term stay visas allow you to enter Ukraine during their 45 day validity period. You then need to apply for a temporary residence permit at your local immigration office (officially called VGIRFO but usually referred to by its old acronym, OVIR). The temporary residence permit gives you full legal status in Ukraine and lets you freely travel in and out of Ukraine for as long as it is valid. You will not need to apply for a new visa if you leave Ukraine and you will not need to re-register with OVIR during the permit’s validity period.

Family members of residency permit holders should soon be able to get full legal temporary resident status in Ukraine, too. Before that can happen, however, the Ukrainian parliament has to pass an additional law. Unfortunately it is not clear when they will do this, but Ukrainian officials assure us that they are doing their best to make this happen in the nearest future. Meanwhile, U.S. citizens who are family members of temporary residence permit holders and who are over 18 (those under 18 don’t need residency permits) can only stay legally in Ukraine for 90 days within a 180 day period.

To apply for a residence permit once in Ukraine, you should contact your local OVIR office for exact details and procedures. In general, you will need:

Your passport and valid long term stay visa
A completed application form
A photo
Documentary proof of your address in Ukraine
The application fee of approximately $5.00
A letter from the inviting party verified by the respective state body (you also need this to apply for a long term visa). For example, NGO employees would need a letter from the inviting NGO that has been verified by the Ministry of Justice and religious workers would need a letter from their religious organization verified by the Ministry of Culture.
If someone is applying on your behalf, you need to provide them with a letter of permission along with a power of attorney

The new visa rules are not retroactive and all previously issued visas, extensions of stay, and temporary residence permits will be still valid until their expiration date. However, please note that most “old” non-immigrant visas issued before September 10, 2011 (except for employment, religious, diplomatic, and service visas) have always been and will still be valid only for multiple short-term stays in Ukraine totaling less than 90 days within a 180 day period.

In the past, some travelers have used multiple-entry Ukrainian business or private stay visas to reside in Ukraine, getting extensions of stay (or “registering”) to remain in Ukraine for more than 90 days. Extensions of stay may still be possible under limited conditions. However, there is no guarantee they will be granted or that holders of “old” visas will be re-admitted to Ukraine if they have already been in the country for more than 90 days out of the preceding 180. If Ukrainian immigration authorities decide that you cannot extend your stay in Ukraine or that you cannot re-enter the country after a trip outside the country, the U.S. Embassy cannot help you. You will have no choice but to apply for a new long term stay visa abroad.

Religious (‘P’ – type) visa holders will be able to stay in Ukraine for the duration of their current visas. The Embassy has received conflicting information, however, about what will happen to religious visa holders who leave the country for a short trip abroad. After September 10 they will be allowed to enter Ukraine for 90 days, like any other U.S. citizen, but it is not clear whether they will be able to remain longer than 90 days. If you fall into this category, please contact your local OVIR office for more information before you plan a trip outside of Ukraine. You may have to get a new long term stay visa while you are abroad.

If you have a service (‘C’- type) visa, you may need to take certain steps depending on the sub-category of visa and your organizational affiliation. The Embassy will pass more information to sponsoring organizations as it becomes available.

Americans who travel to Ukraine without visas are no longer able to extend their stays beyond 90 days unless there are clear humanitarian grounds (e.g. medical or family emergencies).

Foreigners who have been married to a Ukrainian for more than two years are eligible for permanent residency in Ukraine. Please contact your local OVIR office or your nearest Ukrainian Embassy or Consulate abroad for more information.

How to get a visa for Russia
Ukrainian citizens do not need a visa because of an agreement between the two countries. But they do need to register with OVIR if they’re going to be in the country longer than three days.
Non-NIS citizens must apply for a visa at the Russian Consular’s Office. Complete the visa application (it’s written in both English and Russian), and return it to the Consular’s Office with three 3x4 cm photos, your passport, a photo copy of the information pages of your passport and accompanying documents verifying the purpose of your visit.
More information about the process is posted on a bulletin board in front of the Consular’s Office. But it is in Russian, so bring along someone to translate if you’re not bilingual.
Business travelers need an official invitation from a business associate in Russia issued by the Russian Ministry of Foreign Affairs.
If you want to visit a relative or friend, you need to get an invitation from one of them in order to get a visa.
The process is a bit more complicated for tourists traveling to Russia. Simply booking a hotel room doesn’t cut it. In order to get a visa, tourists need to produce a the original voucher issued by the tourist agency that arranged the trip. The voucher must include personal data about the traveler, the dates of stay in Russia, etc.
The Russian Consular’s Office at 8 Kutuzova Street (Pechersky district) in Kyiv is open Mondays and Wednesdays from 9 a.m. to 1 p.m. and from 3 p.m. to 6 p.m.; Fridays from 9 a.m. to 1 p.m.and from3 p.m. to 4:45 p.m.
Don’t expect the doors to swing open promptly at 9 a.m. But get there early anyway because there is often a crowd of people waiting to apply for Russian citizenship or to switch to Ukrainian citizenship.
Plan your visit to the office well ahead of your departure. The consular’s office has introduced different rates for visas, depending upon the urgency. It costs $75 to receive a single entry visa after seven working days or more; the cost is $150 to receive the visa in two working days. Beware of the “or more” alternative and spring for express visa if you are in a hurry. Getting a visa in one day costs $250; getting it in three hours costs $300. Prices double during non-office hours. To get a multi-entry visa, applicants need a medical certificate proving they are not infected with AIDS.

Moldova
If it seems like too big of a headache to go to Russia, there’s always Moldova – picturesque country-side, vineyards and excellent sorts of wines and brandy, beautiful country women. Citizens of European Union countries, the United States and Canada are not required to present any tourist voucher or official invitation to visit the country as tourists. It takes only three days to obtain a single entry visa for $30 to $40. To speed up the process, tourists will pay double, but it’s still cheaper than getting a Russian visa. To apply, bring a completed visa application and one passport-sized photo to 6 Sichnevogo Povstannya Street, Kyiv, Mondays through Fridays, 10 a.m. to 1p.m. and 3 p.m. to 5 p.m.

میرا سب سے پہلا سوال آپ لوگوں سے یہ ہے کوئ انسان اپنی ماں کے پیٹ سے دہشت گرد پیدا نہیں ہوتا اسے حالات اور مجبوریاں دہشت گرد بناتے ہیں جب سعودی مگر مچھ میرا حق کھائے گا- میرا حق نہیں ملے گا- میرے ساتھ انصاف نہیں ھو گا- میرے پانچ بچے بیوی اور میں زندگی میں دھکے اورٹھوکریں کھائیں گے تو کیا میں دہشت گرد نہیں بنوں گا- دنیا کا ریکارڈ ہے کہ سب سے زیادہ دہشت گرد سعودی عرب کے قانون نہ انصافی اور ظلم کی وجہ سے پیدا ہوتے ہیں-جیسا کہ میرا کیس ریکارڈ ہے سعودی عرب کے تین بادشاہ فوت مر گئے مگر اب تک میرا کیس حل نہیں ھوا- اپنے آپ کو خادم حرمین شریفین کہتے ہیں اور حق ایک باربر کا کام کرنے والے غریب پاکستانی کا کھا رہے ہیں- سعودی عرب کی سپریم کورٹ مذاق بنی ہوئ ہے افسوس ہے سعودی نا اہل ججوں پر میرے اوریجنل تنخواہ لیٹر کے دستخط میرے ثابت نہیں ہوئے پھر بھی میرے حق میں ججوں نے فیصلہ نہیں دیا- میرا ذاتی کاروبار ذاتی گھریلو سامان ایکسٹرا اوور ٹائم اور میری اکیس سال کی کمائ ہوئ ساری دولت جو سعودی عرب میں ہی کاروبار میں لگائ تھی- میری سب سے بڑی دولت میرے بچے ہیں- جن کی بہتر پرورش میں رکاوٹ ہوئ اور ان کا مستقبل تباہ و برباد ختم ھو رہا ہے- ان سب کی وجہ سعودی عرب کی ظالم گورنمنٹ ہے جس نے اپنے ملک کے ظالم سعودی باشندے کو بچا لیا اور میرے ساتھ بہت بڑی نا انصافی کی اور میرا سب کچھ دولت چھین کر تباہ و برباد کر دیا- بندہ ناچیز عالم دنیا کو خبردار کرنا چاہتا ہے کہ ایسا نہ ہو جائے کہ سعودی عرب کی زمین سے پیٹرول کی بجائے غریبوں کا خون نکلنا شروع ہو جائے یا سعودی عرب سے چوٹ کھائےہوئے سارے غریب دہشت گرد نہ بن جائیں- میں عالم دنیا سے بھرپور اپیل کرتا ہوں سعودی گورنمنٹ پر کنٹرول کریں اور مجھ غریب کی طرف بھی انصاف لے کر دیں- پہلے سعودی عرب کے تین بادشاہ مذاق بنے رہے، سعودی عرب گورنمنٹ نے خود ہی دستخط چیک کر کے کہا کہ دستخط عبداللطیف کے نہیں ہیں- گورنر مکہ مکرمۃ اور جدہ خالدالفیصل شہزادہ نے میڈیا میں بیان دیا عبداللطیف کو مکمل انصاف دیا جائے گا-
میرے ساتھ ناانصافی کی وجہ سے اللہ تعلی نے تینوں بادشاہ کو بیماریوں میں مبتلا کر کے دنیا سے اٹھا لیا آج بادشاہ کہاں گئے-
اب میں سعودی عرب کے چوتھے بادشاہ خادم حرمین شریفین سلمان بن عبدالعزیز آل سعود سے اپنی حق تلفی اور نانصافی پرپانچ ملین ڈالر کا معاوضہ وصول کرنے کا دعوی کرتا ہوں-

اگر دستخط میرے حق میں ہوئے تو میں سعودی عرب کے بادشاہ خادم حرمین شریفین سلمان بن عبدالعزیز آل سعود سے پانچ ملین ڈالر وصول کروں گا- اور اگر دستخط سعودی عرب کے حق میں ہوئے تو بے شک میرا سر قلم کر دیا جائے بلکہ میرے جسم کے ٹکڑے ٹکڑے کر دینا ، آپ کو پورا پورا اختیار دیتا ہوں-
